Recent Federal Audits Concerning RMTS

In December 2018, OIG released an audit report covering findings in a series of audits related to the Random Moment Time Study (RMTS) component of cost calculations for state School Medicaid programs.
Over several years, OIG had performed state level audits of several states that included the RMTS in their state's School Medicaid program. The RMTS may be used in both the Direct Services and Administrative Claiming sides of a state's School Medicaid program. In many, if not all, of these audits, OIG had noted issues with the RMTS methodology and its implementation.
The OIG report from December summarized these issues and recommended that CMS immediately address the issues in one of two ways.
